any chance you could make a way to spawn villagers in survival, spawn egg mod?

just had an idea - Minecraft Bioshock could you make a mod that allows the player to build a Big Daddy suit.....it would take a buttload of iron and leather to make, but gives armour and the ability to breathe underwater, but while wearing it, player cant sprint (too heavy) and vision limited to a small hole in front maybe be able to build a rock drill too, so player can mine at normal speed underwater

any chance for a mod to bring in villages and villagers in the nether? perhaps a re-skin to make them look dead like theyre lost souls, and have them trade nether resources like live villagers trade overworld stuff maybe a nether farmer would buy mushrooms for nether quartz, s nether alchemist takes netherwart for quartz, and a nether mason takes quartz and sells netherbrick
